A woman has been murdered in broad daylight in the Zócalo, the main square in Mexico City, a square surrounded by important government offices and the Cathedral. At first, it is reported that she is a well known criminal, and the police confirm the identity of the victim. Maria Garcia gets involved, claiming to Quito Thorson that the murder victim was actually the younger sister of one of his close friends.
The central figure in this story has rapidly become Xotl Fernandez, coupled with Maria Garcia and Lord Edwin Mortimer. Old characters, thought to have been retired from the fray, have resurfaced along with new miscreants set on creating a new sex crimes system that can evade detection by law enforcement. Quito Thorson learns of this seedy part of the crime world and is introduced into it against his will.
Will he help out to solve the mystery, to determine whether the victim is his friend, or whether another woman has been set up for murder? As he gets involved, the mystery deepens and drags Quito further and further into things he does not want anything to do with.
On the periphery is Lord Edwin Mortimer, his daughter Fiona and his son, Jeremy. Jeremy has taken up with Maria Garcia, who outs Jeremy not as the successful banker he claims to be, but as a covert MI6 operative. What is Mortimer up to, and what part does he play in this new mystery?
Elizabeth Flannigan and her friends from her Wellington Academy days are front and center too, but is that in a good way or something else?
Quito forces the action once again trying to unravel the mysteries but is again getting no help from those closest to him.
The story continues from this book to the final novel in this trilogy.
